I hope other horary chart readers will chime in. It’s not unusual for a question to get different answers, as our methods vary. Here’s how I see it.
You’ve asked, “When will…” when the preliminary question is, will your niece leave her BF? Is it a foregone conclusion that she will leave him?
As the querent, you are always represented by the first house. With 3rd party questions, we have to turn the chart. Your niece is technically the child of your sibling. Your sibling is a third house matter. A child is a 5th house matter. So your niece is the 5th house from the 3rd house. We start counting 5 houses from the 3rd house. So your niece is symbolized by the 7th house.
The 7th house is ruled by the moon, co-ruled by Mercury and the sun.
If your niece and her BF are living together, I think he’s more of a 7th house matter for her, than a 5th house (casual love affair) matter. The turned 7th house (BF) from the radix 7th house (niece) is the radix 1st house. Since you’re really not part of their equation, you get bumped out of symbolizing the first house. The BF is ruled by Saturn.
The BF is not in good shape. Saturn is retrograde. It falls in Aries and has no essential dignity. Saturn is in detriment in the sun’s sign of Leo. With Saturn in the 2nd house, I wonder if he has money troubles.
What strikes me about this chart is that none of your niece’s significators contacts Saturn, either by aspect or reception. It’s like she’s living a separate life. (I’m also not seeing connections if we use Jupiter for the BF.)
Saturn retrograde is turning away from her.
Then moving to a new residence in a turned house system is the 4th from the 4th house, which gets us back into the 2nd house Saturn loop.
One thing I don’t know (and maybe you do or could find out) is whether these two have signed a lease. Is it just as simple as “moving out”? Does she have a place to go if she does move out?
I don’t do a lot with predicting “when” in horary because the whole concept of “units” is not helpful to me. Yes, the moon is separating, but it has already done that.
But my “spidey sense” is that these two will have to work out some financial issues before realistically, wither one of them can move out.
